He was born in 1957. He graduated from Moscow Electrotechnical Insitute of Communications in 1979. In 1979-1996, he worked at various positions at Baku City Telephone Network. In 1996-2011 he worked as Deputy General manager- Technical director of AzEuroTel JV. In 2011-2020, he worked at various positions at Azertelekom LLC and Azerconnect LLC. Since 2020 he has been General Director of Ultel LLC. He is married and has two children.

In 1984-1992, he worked at various positions at Rural Communications Management and Ministry of Communications of Azerbaijan Republic. Since 1992 he is in ULTEL LLC, since 2020 he has been Sales and marketing director of ULTEL LLC. He is married and has one children.

He worked at various positions at Data Processing Center, Baku Telekom Production Unit and Ministry of Communications of Azerbaijan Republic till 2005. Since 2005 he is in ULTEL LLC, since 2017 he has been Chief of Staff of ULTEL LLC. He is married and has two children.
